How can C be the answer when F comes before J?

    i understand now that 3 is lower than 4, however in rankings usually "lower" means that 4th is lower than 3rd... how are we supposed to know the difference on that

    I'm still confused in the F and J block because I thought F can be 4rth since it literally says lower numbered ?
