Why would E be wrong?

In going through this question, I marked E as the correct answer as K being in the quality committee would violate one of the rules. However, B is the correct answer. Although B also cannot be true (as either F or H would have to fill in for G in a committee, lest the G <-|-> L rule be violated), I still don't know why E would be incorrect.
