E seems to miss the mark

If dissatisfied students are in general not more likely than satisfied students to submit a computerized evaluation then it could be accurate. However this allows for disatisfied students to be less likely to submit an evaluation thus destroying the conclusion of accuracy. Let me say this another way; If I were to break this down into symbolic logic I would do it something like this: disatisfied students not greater than satisfied students Not greater than is logically equal to less than or equal to thus the pure logic of this statement is that dissatisfied students are in general less likely or than or equally as likely as satisfied students to submit a computerized evaluation. Thus, not guaranteeing accuracy and destroying the conclusion. Am I wrong?
