Why can't H be used twice?

In my 2 scenarios, I had: Policy: F, G, H Quality: F, L, K/H Sales: G, K, M and Policy: F, G, H Quality: G, M, H/K Sales: F, K, L Not understanding why H couldn't be used twice instead of K being used twice.

@devinjax14, happy to help! This question says "If H is assigned to exactly one committee...." Therefore we cannot have H being used twice. Does that make sense? Hope it helps! Please let us know if you have any other questions.
