For Question #3 I'm still confused how R could be the answer

How could the answer be R when the rule says that the chairperson is a representative of the 2 selected. Which I thought meant If M is the chair then that must mean 2 representatives must also be Tenants right? And if there are 3 tenants total that must mean that there are 2 homeowners. G & K obviously can't be. All that's left is F. I thought the rule meant that if a chair is selected, it's selected ALONG with two other representatives from which it was selected.

    Or is it saying the chair is selected WITHIN the two other representatives from which it was selected?

    I'm overthinking. I've figured it out. The rule says "EXACTLY TWO" not sure why I didn't catch that.
