Hello,
I do not understand how C was the correct answer choice. If F is selected then Q must be selected. Please help for me to better understand

The answer is an incomplete set of who could be selected, meaning that it's only showing 3 of the 5 total. Invariably, Q would be one of the two not included in the incomplete set. We then know that P would be out because M is in. So we currently have:
In - FJMQ_
Out - P_ _ _
If we look at that we can't have G in without also having K, and knowing we need a 2/3 split between tenants and homeowners, we can get to:
In - FJMQ R/S
Out - PGK S/R
With R/S meaning one or the other, interchangeably. This way, we have FJM as the tenants and Q and either R or S as the homeowners, one of which who would be the chair.
