I am having trouble with identifying which game is an in/out game, is there a way you can identify them? (key words?) Also, for the June 1994 game, how do you know the number of people that were going to be in/out?

Great questions. You can generally tell that a game is an in/out game
when reading the stimulus and seeing that there will be a certain
number of game pieces selected for something, but that there will also
be pieces that are NOT selected. This tells you that you will have an
"in" group and an "out" group.
For the June 1994 game, we know that there will be 5 people in and 4
people out because we're told that the committee will have 5
representatives. We know that there are 9 total players, so 9 players
- 5 representatives = 4 people will definitely be out. This means 5
will be in, and 4 will be out.
