Why is it Must Be True instead of Could Be True?

"Can visit" vs "Will visit" - why "can't" be interpreted as a "must," when "can" is NOT a 100% guarantee? "Can" is closer interpreted as a "could," so why is this question making "can" as a "must?"

    Hi LeeLarue, thanks for reaching out. This confusion has an odd answer choice, good find. The idea here is that it MUST be true that Hannah CAN. She has to have that option to visit four cities in country Y. I hope this helps. Please let me know if you'd like me to clarify further.

    I was shocked to get this one correct. I got it by ruling the others out, but it took a while to do so. This question was strange, but I understand it better thanks to this feed.
