Thanks for the question! The question is asking us for something the author considers generally necessary for the justification of coordination rules. In lines 21-25, the author states that an assumption being made is that “all people would voluntarily agree to be subject to a coordination rule”; in other words, a necessary assumption for the moral justification of coordination rules is that people voluntarily agree, or consent, to them. We can also take a look at lines 48-50. The author states that if people understand the function of those laws and trust their enforcement techniques, they will consent to it. This implies that the people’s consent is important for those laws, since otherwise, we wouldn’t care about this sentence at all. Hope this helps! Additionally, the answer choice only says "rational" people, not all the people. Would that not make the answer choice less appealing to select, or potentially make it wrong?

@Nishant-Varma, "rational" isn't a problem here, as the second paragraph discusses people's interests. Rational people think about their interests in matters, so it's ok the answer choice uses this term. It would have been better if it just said, "people," but having "rational" in there is not sufficient to eliminate this choice.
