I understand why this is correct, but why is B wrong?

Additionally, the answer choice only says "rational" people, not all the people. Would that not make the answer choice less appealing to select, or potentially make it wrong?

@Nishant-Varma, "rational" isn't a problem here, as the second paragraph discusses people's interests. Rational people think about their interests in matters, so it's ok the answer choice uses this term. It would have been better if it just said, "people," but having "rational" in there is not sufficient to eliminate this choice.
