Why on the rules, when it states that "all of Pasquele's preceding any of Theodores" does that not mean a box PT?

Does "any" in the rules not mean that every time that condition comes up there is not meant to be Pasquele before? The explanation video had HLL, with no H in front of the second L, but how did you know from the rules that H did not have to precede every L, and only it once, since it says "any"? What language signifies that there is a box around a condition and why is it not necessary here?
