Unsure layout

When I laid this question out I did go G,P,E,H,_ but can't it also be G,P,_,E,H so then R isn't lower then H.

    This would violate the condition in the question. The question is asking us to make sure there are no failing grades, and in the second scenario you have the grade in history is failing.
