Could you please explain the language of answer Choice B

To whom it may concern, I found the wording of the answer choice B a little bit odd, and I am not able to understand what B is trying to say. Can someone please explain. Thanks in advance.

    Hi, I see why A is the correct answer, but I'm still confused about B. Could you explain what it is saying and why it could be true?

    B is saying that it could be true that in the months before the market share of non-MAV cars in C decreased. We can tell from the prompt that this is at least true of the 10 months before the standards, and it could very well be true of the three months before specifically.
