Breaking down variables

In questions regarding “most” formats am I to assume veterinarians in uni and most veterinarians are the same. I started off as VU most IBS and then V most LA. Thus making it more complicated. In an earlier question “All parrots, and then Australian parrots were mentioned. However that was easier to understand as ALL is an umbrella. How am I supposed to know if most falls under that same phrasing? Thank You
