Confusion on Diagramming Veteran Employees

In the thread I've seen the phrase about veteran employees diagrammed differently so I'm confused as to the correct way. "The only" introduces a S condition so I did VE --> SLIF ... yes it says "a few veteran employees" but it's ONLY those people which all of whom are veteran employees so isn't that justify making this a S & N condition and not a Q statement?
