For the first PR regarding SC and SH countries, why was that diagramed as two separate principles rather than one principle with an “and” within

I would say that's partly stylistic, but also because they are separate ideas. If we only threat them as two joint parts of one idea, we are less able to see that they are both independently true. That is, if we had another later fact that all small counties support policy X, that could be combined with the info about the security council.
