I don't really get what qualifies a question to "not have major visual components" they really seem to all have them...
Anyways, why can't the statement "even if economic costs of doing so were outweighed by economic costs of not doing so" be a sufficient and necessary statement?

Remember, you need to take every statement in context. Merely identifying words that could act as sufficient condition or necessary condition indicators does not necessarily mean you have identified a sufficient and necessary statement.
We must have an aspect of the sentence that is sufficient to prove something else, and we must have an aspect of the sentence that is required for the existence of something else.
In the statement you indicated, there are no sufficient or necessary conditions. This is merely a fact that is given to us.
