Why is this a paradox?

Is there an assumption that they should continue to maintain/build new at any price point or is there something else I'm missing?
The premise is that they can't charge as much so I'm confused as to it being
reluctance versus (what exactly)

Hi, I think the paradox would be that rent control, despite helping tenants, actually harms them in the long term. That said, you should pay attention to what the question asks you, not the question type. Paradox questions in general ask us to explain why a phenomenon that appears somewhat counterintuitive actually makes sense. Sometimes this is obviously counterintuitive, others it will be less obvious. This is one of the less obvious times.
However, the question we are asked is essentially what would explain the landlords' reluctance. Rather than trying to figure out the paradox, you can get this question right by just answering the question on the page.
