Please tell me the missing commas in the first sentence is a mistake by LSAT max and not actually the way this was written on the LSAT...........I spent entirely too much time trying to understand what that sentence was trying to say.

It appears that you are correct. There should be dashes "reserves" and "the amount", as well as between "fields" and "are". Thank you for pointing this out and sorry for the difficulty that this caused you for this question. I will inform the content team and we will be sure to resolve the issue.
