Confusing question

This question is very confusing to me because it reads as though Sarah is actually arguing against the regulations being vague and difficult to interpret, and that it is a bad thing that staff can be dismissed due to personal views. I have trouble reading as this is an argument she is trying to make. For this reason, I chose D. When I read it as though it is what she is arguing for, I choose B, however, this seems quite nuanced. You really have to read the words and add no extraneous tone to get to B.
