Difference between B and C?

Could you please explain the logical underpinnings of choosing C rather than B? They both seem quite similar to me. Thanks!

    @joshuavt The way I look at it, the passage doesn't so much argue that the efforts are halted; it tells us that they're still going forward, potentially to the Supreme Court. It does, however, tell us that they're uncertain and have come across many difficulties.
