A and D

I was going between answers A and D. I ultimately chose A. I understand the Appeal to an inappropriate authority. But not all government officials are competent in understanding flight statistics. If this were to say a NASA government official, or a student studying flight statistics... that would be clearer to me. Just saying a government official (Judge, Parole officer, etc.) why would we have any indication to believe them?
