How does the stimulus imply that muscles are organs?

I picked E, but only because I was able to determine A-D definitely were not correct. I didn't like E though because it compared brains to muscles rather than organs, and we are taught to make sure each part of the answer agrees with what is said in the argument.
The stimulus says exercise improves performance of organs and also improves muscle 'tone'. It outlines two specific, separate benefits. I don't see how it connects muscles themselves and organs in a way that would allow us to implicitly conclude muscles are also organs, or suggest that the author does so. Can someone help me make this connection?
Even though process of elimination ultimately got me the right answer, I still would have wasted unnecessary time on this question for not seeing an implicit assumption. Since this is a subtype of a must be true question, why would we rely on assumptions?
