Why not B?

I ended up going with ans choice B bc the question refers to "many state..." when talking about topsoil. I was just wondering when it was appropriate the make the assumption that "many" could mean "most"? Or should I just never make that assumption. Bc I did end up assuming that "many" could mean "most", the generalization about the total reduction in topsoil seemed like the best answer. Esp since I didn't make the connection that "allocations of some individual states" meant "state expenditures".

    @nybard thanks for your question as this is a very important point. "Many" on the LSAT means "some" (i.e. at least one). And if you think about it this makes total sense. Would it be correct to assume that "many states" means 26 states? Definitely not but we can say for sure that "at least one state" (and possibly more). Hope this helps!
