Why E?

I understand why E is correct, but I am tripped up by the use of "most" in the passage. If most art criticism is devoted to works other than the greatest works of art, shouldnt some art criticism be devoted to the greatest works of art? And if thats the case, wouldnt saying the greatest works of art are works that inevitably satisfy ALL critics be invalid? Appreciate any help I could get with this!
