How does B not provide an alternative explanation?

    @Jay75, (B) is essentially irrelevant to the discussion in the question. There is nothing in the question that talks about governmental versus private insurance. It only talks about government provided insurance. Since there's no reference to private insurance, there's no reason that the assumption of (B) would help you reach the conclusion in the question. You've got to look at the heart of the argument on something like this. The discussion basically revolves around the idea that the depositor is the beneficiary of the insurance, so they should pay for it. Saying that the government should figure out a way to bill depositors rather than banks assumes that the banks aren't figuring out a way to cover the cost of the insurance on their own, which is what (C) says. Does that help?

    What in the copy in answer choice (c) indicates that banks are have taken the necessary steps to figure out how to make depositors pay for deposit account insurance? Also please explain why (E) isn't the answer.
