Why not C?

When I think of bias, I think of someone's personal inclination toward something outweighing rational considerations. That's why I chose C because it gives us a bit of an idea on who is making these decisions. I chose against the correct answer because it doesn't tell us why the prices are set as such. Maybe $25 to exhibit a photograph is reasonable, but I don't know. Can someone help clear this up for me?
