Just to make sure, in theory, the new library would attract more people because the two towns are the same size, but one has a bigger population. From that knowledge, I can make the inference that there will be more people in walking distance in the second town?

You don't actually need to infer that, I think it's the arguments conclusion. We don't know about the actual size of the two town, only that the downtown population of the second if bigger. However, downtown doesn't necessarily mean walking distance. It's possible that the downtown of the second town is just physically massive, so even though there's more people downtown, not all of them need by walking distance. B minimizes the risk of this, if the two downtowns are about the same size, then it's unlikely that the smaller downtown will have more people in walking distance.
