Make sure to note what the question stem is asking you. We want to choose the answer choice that lends the most support to the AUTOMAKERS' current position. The author's position is that the automobile industry's position should not be heeded. The automakers' position is that these new restrictions would be overly expensive and unnecessary to efforts to curb air pollution. (A) helps support the automakers' position because it shows how the new stringent restrictions will actually be overly expensive. The answer choice states that the "more stringent the legislation restricting emissions becomes, the more difficult it becomes for automakers to provide the required technology economically." Therefore, the automakers' position is supported by showing that new restrictions would be overly expensive. (C) helps support the author of the argument's position. It, therefore, weakens the automakers' position. If there are some new pieces of legislation restricting emissions that do not require new automotive technology in order for automakers to comply with it, then it would not be overly expensive for automakers to go along with the new restrictions. Hope that was helpful! Please let us know if you have any more questions.

hello, I don't get how the legislation being stringent has to do with it being expensive? This seems like a far reach to me..
