Could someone kindly explain how we would eliminate answer choice C? Thanks!

@lerondagates,
The argument claims instituting a program that would use bird tissue samples to determine the amount of toxins in fish would incentivize the fishing industry to turn in the birds killed by net fishing, allowing the government to get an accurate count. This is a weaken question, meaning we are looking for a statement that would undermine the argument.
Answer C has no impact on the validity of the argument as it merely tells us that the government could gian valuable information about the source of toxins. Regardless of whether this is true or false, the purpose of the program is to get an accurate count of the birds killed, and any information obtained about the source of toxins is incidental at best and is irrelevant to the primary objective of the government. Since this fact fails to weaken the claim that the program would allow the government to get an accurate count of the seabirds killed, we can rule (C) out.
