I do not understand this question at all. It sounds to me like the author is FOR alternative medicine and AGAINST Orthodox medicine. So how are they making a charge against alternative medicine?

The charge against alternative medicine is in the last sentence - "one of the reasons alternative medicine is free of such side effects is that it does not have any effects at all." The author is basically saying alternative medicine is ineffective altogether as opposed to orthodox medicine that is ineffective at far ends of the spectrum.
