Why is E wrong

I know it has been already asked and explained, but from the given explanation I could not quite understand why E is wrong. Could anyone please try and explain it to me again? Thank you very much in advance!

    Hi @filozinni, Thanks for the question! Notice that this question asks for the answer choice that doesn’t weaken the argument advanced by the city councilors since it’s an “Except” question. The city councilors are arguing that city taxes should be used to benefit the people who pay them, so that bus fares should be raised enough to cover the cost of the service. (E) weakens the argument because it tells us that the people who commute to Greenville also pay the city wage tax of 5 percent. That means that the commuters are included in the “people who pay taxes” group, which means that it’s ok to have the city taxes benefit them (since they pay into the taxes).
