How can C apply, when the question asks about "unrecycled" items?

The conclusion was about minimizing unrecycled items, and Answer C talks about the quality of plastic AFTER it has been recycled. If it's a "1" and it gets recycled and becomes a higher number, its no longer "unrecycled." I find this question misleading.

    Well, I feel like I dodged a bullet on this one. I got the correct answer, but my reasoning was quite different from the explanation given. I reasoned that if consumers stopped buying products in recycled (higher numbered) plastic, then manufacturers would respond to lowered sales by going back to unrecycled plastic to recapture their customer base.
