Clarification on D

The answer explanation says "this answer choice doesn't bring up the reasons for it being dumped away from areas of dense population, so it doesn't impact the argument"... but the answer choice states "there are dangers associated with chemical waste". wouldn't "danger" be the reason? or does the 1st "it" in the explanation refer to nuclear waste instead of chemical waste?
