Cause w/o effect?

I understand how C is the correct answer, but which is the right way to weaken this proposal? Would it be cause w/o effect because it's saying what the end result should be without a viable option of what to do with the waste that already exists?

This isn't a cause and effect argument like we see in many weaken questions. I wouldn't try to categorize the correct answer in terms of cause and effect. I would actually call this an error in reasoning question. Take a closer look at the question stem:
"The proposal mentioned above falls short of offering a complete solution to the problem it addresses because..."
This tells us that there is already a problem with the proposal. Usually a weaken question will simply say, "which of the following would weaken" or "which of the following would undermine." When the question stem indicates that there is a problem, this is an error in reasoning question. We just have to identify what that error is. We don't need to weaken the proposal further.
Your reasoning is correct. The proposal does not address the nuclear waste that already exists.
