As the first objective is more successful, the second objective is less successful. If the fee deters people from keeping overdue books then it is successful in getting the books returned. however, the fewer books that are kept overdue make the funds for sending lower thus fewer reminders are sent. When the first objective is successful here the second one becomes less successful because the income it uses to facilitate it is not coming in as much. I understand why the other answer could also be correct, but this line of reasoning does not make sense to me.

    The issue with A is that there is only one objective. In the passage there were two independent objectives: minimize driving and save electricity. In E there are two objectives: get motorists to use other routes and to build a new bridge. In A however the policy is only used for one thing: to reduce overdue books. The fee incentives people to avoid lateness and the reminders remind people to achieve the same overall goal.
