Differences in word choice between stimulus and correct answer choice

I was able to find the correct answer, but I almost discounted it because it seemed to have stronger language than the stimulus; the answer choice seemed to say that public perception definitely does not reflect actual risk, whereas the stimulus said public perceptions of risk "tend to" be inflated. The main reason I identified the correct answer was by comparing it to my alternatives, but am I reading too much into the strength of language used?

Then you want to consider whether it actually makes a difference, and whether the answer you’re considering is still the best one.
