I am still confused on why E is correct if "people cannot avoid traveling long distances each day". I understand that the root of the issue is that "stores and workplaces are located far away from residential ares" but that will not change if business were encouraged to locate closer. That answer choice seems ambiguous to me. If it said "relocate", I would have selected it. But here it seems that the businesses are already in place and its workers commutes will not change.
