Why does B not work?

Wouldn't encouraging the same number of people to spread out onto different roads decrease congestion? Literally, we are taking say, 100 daily travellers who use a congested route, and telling them to use different ones. If even one obliges this leads to less congestion on the established route, however minimal! Where is the error in my thinking? Thanks!

    Hi Kristin, thanks for the question! In theory, you are correct. Encouraging people to drive on secondary roads as opposed to main highways would decrease congestion. However, we need to find the answer choice that is directly supported by the passage. The passage states that congestion is heavy on "all" roads. Therefore, diverting traffic from one jammed road to another wouldn't achieve less traffic congestion. I hope this helps. Please let me know if you have any other questions.
