Why not C

I was in between answer choices "B" and "C." For "C" how would that not be incorrect? The passage states that it must have two requirements for it to be a good theory and the "C" choice is stating that it is a good theory when it does not have the second requirement needed, per the passage, you need both requirements for it to be a good theory. Why would "C" not be incorrect?

    I think you're getting elements and requirements confused here. There are two requirements: that is have a limited number of elements in the model, and it makes predictions. The elements of the theory are the specific variables it uses to model the world. Having four variables says nothing about the second requirement.
