please, explain the flaw in option B.

Hey @AlyonaHess, thanks for your post.
This question presents two different points of view. Rotelle says to Sims, "you are too old to address the difficult issues facing the country . . ."
The question stem asks you to identify the statement to which Rotelle must be committed based on stimulus. This is a "must be true" question.
The correct answer is (D) - Rotelle does believe that a necessary prerequisite to being able to address the difficult issues facing the country is being younger than Sims.
Answer choice (B) is wrong because Rotelle has not said that people as old as Sims are the *only* ones who cannot effectively address these issues. For all we know, Rotelle thinks Sims is too old and others are too young. We just don't have textual support either way.

What threw me off here was the fact that a person can be a year younger than Sims and still be too old for the job (a year doesn't really make a big difference).

Thank you, Mehran. I'm back to reviewing the older questions after a month of studying, and many questions became more clear naturally. But some questions I still don't get right, for example: Question #1010. I answered it incorrectly again before reading your explanation to check myself, but I do understand the correct answer explanation.
