Why C?

Where is there language that is strong enough to support C? Near the end, the author only says "may." Could we not infer that he was surprised a bipolar system lead to peace?

I don't think this is surprise. The entire last paragraph is intended to undermine the idea that bipolar is unstable, it contrasts an unstable multipolar system with a stable bipolar one. That seems to strongly suggest C.
