The complicated portions in this passage are the sequence of events that occur when carbon levels increase and when carbon levels decrease. Increase: atmosphere holds more heat ==> more water evaporates from ocean => increased rain ==> rain washes carbon from air into oceans ==> carbon becomes part of seabeds Decrease: atmosphere holds less heat ==> decrease in evaporation from oceans ==> less rain ==> less carbon washed into oceans. I don't understand why B is not correct

@melissajo remember that this is a Bizarro Must Be True question, so we are looking for the answer choice that is not necessarily true. (B) is directly supported by the following sentence: "An increase in the level [of carbon] causes the atmosphere to hold more heat, which causes more water to evaporate from the oceans, which causes increased rain." As oppose to a normal Must be True question?

@JCarter this is a bizarro must be true question because the question stem is asking what can be inferred from the information in the passage “EXCEPT.” It is the EXCEPT that makes it a bizarro must be true — every wrong answer must be true, whereas the right answer need not be able to be inferred from the passage.
