What confused me was that the first statement says "Those who participate in local politics". To me, that meant that everyone who participates in politics. I could understand that not everyone who participates genuinely cares, but based on what was presented to me I felt that "those" meant all because I was focused on what was in the stimulus.

What the first sentence is saying is that some people who participate in local politics are people who are genuinely interested in public service and some are people who are selfish opportunists. Not necessarily, but if if the passage says that category X includes Y and Z, that there are some Ys and some Zs in category X.
