I do not understand this one please explain.

    So we are told that it is more important that we criticize democracies that have committed human rights violations than criticizing dictatorships that have committed MORE VIOLENT human rights offenses. And we are told that even though human rights violations re always inexcusable, those committed by governments are MORE REPREHENSIBLE than those committed by dictators, i.e. the more violent human rights offenses. We are looking for the answer choice that must be true. So, answer choice (B) is our correct answer, since the passage explicitly told us that even though all human rights violations are inexcusable there are some violations that are even more reprehensible than more violent human rights violations.
