Hello.
I think like you, I also forgot that this question is a sufficient premise question. Meaning that the answer must guarantee that the conclusion follows from the stimulus. B only gets at one prong of the premises, which must both be accounted for in order for this conclusion to be guaranteed.
B only covers the scenario in which the information is true. What about when it is not true? Why shouldn't people be angry then?
C is correct because it gets at both of the premises, making the argument airtight.
