Sufficient & Neccessary

Hello! I am a bit confused because I thought that it was wrong to make a necessary condition sufficient without negation. For instance, in the answer constructing the apartments was sufficient while in the stimulus it's necessary. Please clarify.

    Hi, for the right answer, B, building apartments is sufficient, we are told that if build, then tax increase. We can prove this from the argument as we are told that new buildings means more roads and schools, and more roads and schools mean a tax increase. Building is also sufficient in the passage. The second sentence tells us that if we approve the measure, then the city will be able to attract developers. This does not mean that attracting developers in necessary to pass the measure, but that passing the measure is necessary to attract developers.
