Confused with reducing IR-->IG diagramming

the sentence mentions " there can be no industrial growth without new capital investment" How does one graph this, keeping in mind the rules for without and no. I thought it would be not IG --> not NCI? These rules get confusing for me when more than one word is used

    Thank you so much for asking this because this confused me big time. In the video lecture, the rules for "no" and "without" are different. So how do I know which one to use when they are both in the sentence and appear applicable. Also, is there a rule for knowing when to not use a phrase or statement even when there is a term used? For instance, on this question we didn't diagram the statement after "if". I've encountered several questions like this one and I never know when to diagram it.
