I am confused as to why you have PP-->W
Instead of W-->PP
I thought the sufficient is wealth
What is the indicator word that made Political Power the sufficient not the necessary?

Political Power (PP) is made the Sufficient Condition and Wealth (W) is the made the Necessary Condition because of the phrase "wealth is the basis of political power." This is diagrammed as: PP -> W.
If A is said to be the basis of B, we know that A is required for B, but we do not necessarily know that A is the only thing required for B. In general, A being the "basis" of B is not enough to say that A is sufficient for B.
For example, you could say that lettuce is the basis of salad. Therefore, lettuce is required to make a salad, but other things (dressing, croutons, fruit, etc..) may also be required. So, lettuce would be necessary but not sufficient. This would be diagrammed as: S -> L.
