"Such a need"

Do we equate the phrase "such a need" with "undeniable need"? What would be the outcome of the argument if we removed the phrase "such a need", and the second "if" statement read, "if there is a great need for the citizenry to have a better understanding of international affairs then all of our new teachers must be prepared to teach their subject matter with an international orientation."
