Main/Intermediate Conclusion

Hello,
I am struggling to understand the conclusion/intermediate conclusion. I did the 'therefore' and 'because' tests. The ‘therefore’ test makes more sense when putting the first sentence as the intermediate conclusion and the last sentence as main conclusion, but the ‘because’ test makes more sense with the first sentence as the main conclusion and the last as the intermediate. Did I miss apply these two tests? If not, how can I look at this differently to arrive at the correct answer?
‘Therefore’ Test – they both could work, but I think 1 makes more sense.
1) People’s political behavior frequently does not match their rhetoric, therefore voters often reelect politicians whose behavior they resent.
2) Voters often reelect politicians whose behavior they resent, therefore people’s behavior frequently does not match their rhetoric.
‘Because’ Test – again they both could work, but I think 1 makes more sense.
